GWNA Committee Protocol

This protocol shall apply to both standing and ad hoc sub-committees of the Board of the Gooderham & Worts Neighbourhood Association (GWNA) Inc.
 
1. Sub-committees will be established by the board on the suggestion of a Board member or member in good standing of the association. Sub-committee members need not be directors of the association but will be members in good standing of the association. At least one member of each committee will be a member of the board of the Association.
 
2. At the time of its establishment, an ad-hoc committee will be provided with an outline of its duties and/or mandate and this will be recorded in the minutes of the GWNA. The functions of standing committees will be described in the regulations of the Association.
 
3. Each committee will have one member who will act as chair and Board liaison. Duties will include the calling of meetings, setting agendas, making sure that each meeting produces a list of tasks to be performed and persons designated to perform them. The first meeting of the committee will be held as soon as possible after its establishment, and at least before the subsequent board meeting.
 
4. The President will be ex officio a member of all committees except for the nominating committee and any others designated by the Executive. She/he may attend those committee meetings to which she/he is an ex-officio member at her/his discretion.
 
5. A written record will be kept of decisions of the committee and filed with the Secretary of the Association. The committee will decide the form this record will take, whether formal minutes or a summary of proceedings. The chair/board liaison will report to the Board at Association meetings where appropriate.
 
6. At the time of a sub-committee’s establishment, the Board may allocate to it a petty cash float. Decisions, which involve financial outlays beyond this float, will be confirmed at meetings of the Association Board before money is spent. All standing committees must establish an annual budget.
 
7. Committee decisions to take significant action or which involve relationships with other organizations (government. or voluntary) will be consistent with GWNA discussions and/or directions and, where they involve the GWNA in further actions, will be first approved by the Board or, if urgent, the president. All committees are accountable to the President and the Board of GWNA.
 
8. Ad hoc committees must set a time line to accomplish their purpose or task. Such committees will be dissolved when it is agreed both by committee and by Board members that their task has been accomplished or that no further progress can be made.
